Cyprus has opened a competitive procurement process to overhaul its digital public services infrastructure, bringing its Digital Citizen 2.0 platform into alignment with the EU Digital Identity (EUDI) Wallet framework. The five-year contract, valued at €9.8 million (approximately US$11.3 million), encompasses system design, development, maintenance and technical integration work. The figure includes €500,000 in optional services but excludes taxes.
The upgrade must deliver new functionality that supports the eIDAS 2.0 regulation, enabling Qualified Electronic Signatures (QESs) for cross-border operations, digital identity verification and secure data-sharing between parties. Contractors will need to design and build features that enhance both user experience and the breadth of government services available through the platform.
Currently, Cypriot residents aged 14 and above can log into Digital Citizen using their Cy Login credentials to access and download official documents in digital form. The modernised version must introduce an artificial intelligence-powered digital assistant, support for English-language users and a searchable database of frequently asked questions to improve accessibility.
Prospective bidders must demonstrate prior experience delivering digital identity and EUDI Wallet projects, with particular emphasis on native applications for Android and iOS platforms completed within the last five years. Tender documentation specifies minimum thresholds for contract value and application downloads that applicants must meet.
The procurement timeline requires interested parties to submit clarification requests by 25 September 2026, with formal bid submissions closing on 13 October. In parallel, Cyprus has been testing a new generation of physical biometric identity cards manufactured by Veridos since late June, though the country's Auditor General raised concerns about potential conflicts of interest involving Veridos' local partner JCC (or GCC) Payment Systems and a government official involved in contract approval.
