Data protection authority endorses IT-Wallet framework

The Garante per la protezione dei dati personali has cleared Italy's blueprint for rolling out the EUDI Wallet at the national level. According to the regulator, the IT-Wallet initiative aligns with existing data protection safeguards, drawing on rules introduced in August 2025 and 2026 that set out how digital credential trials should operate and define the responsibilities of key bodies including AgID and Istituto Poligrafico e Zecca dello Stato S.p.A. (IPZS), which manages government digital credentials and serves as the system's trust anchor.

The Department for Digital Transformation of the Presidency of the Council of Ministers submitted the proposal through provision no. 631, released on September 23, 2026.

In its approval, the Garante emphasized that organizations handling personal data must establish clear accountability for managing user requests about their data rights. Those processing sensitive information such as biometric data must implement suitable protections, and all entities must demonstrate compliance through documented risk assessments and mitigation strategies that go beyond the baseline safeguards outlined in data protection impact assessments (DPIA). Data deletion requests must be processed according to applicable legal conditions and constraints.

The regulator approved the proposal without requesting modifications to its current version.

AgID enters global infrastructure knowledge-sharing network

AgID has become a member of the 50-in-5 campaign, a platform for nations to exchange expertise on developing and managing digital public infrastructure (DPI) and draw insights from peer experiences.

Italy's track record in building DPI encompasses the rollout of identity systems SPID and CIE, the PDND data protection platform, the IT-Wallet initiative, and Cruscotto Italia, a monitoring and analytics system for public-sector decision-making.

AgID's entry into the campaign was unveiled at the 50-in-5 Awards ceremony held during the UN General Assembly in September. The awards recognized Benin's ASIN, Bank Indonesia's QRIS cross-border payments system, and Brazil's Minister of Management and Innovation in Public Services Esther Dweck.
