Google has unveiled a €13 billion (£11.1 billion) investment programme spanning Finland's next two years, focused on expanding digital infrastructure, renewable energy initiatives, and broader economic partnerships. The expansion will bolster capacity for core services such as Search, Maps, and Gemini as the company scales its operations across the Nordic nation.
Framed as Europe's largest single investment commitment from the company, the initiative will see its primary construction phase unfold during 2027 and 2028. Google projects the programme will generate employment for more than 37,000 people nationwide and inject approximately €3.6 billion (£3 billion) annually into Finland's gross domestic product.
This latest expansion builds upon Google's established presence in Hamina, where the company transformed a defunct paper manufacturing facility into a data centre over the past 15 years. "The value of the data economy extends far beyond direct investment into spurring innovation, research, and development. Deepening our collaboration with Google will deliver lasting benefits for both parties," said Petteri Orpo, Prime Minister of Finland.
Scaling Operations in a Proven Location
Since establishing its Hamina operations, Google has positioned Finland as a "vital hub" for its infrastructure strategy. Between 2023 and 2025 alone, the company's Finnish operations sustained a network of more than 600 local suppliers engaged in construction, maintenance, and fibre network deployment.
Over its 15-year tenure in the region, Google has channelled support to more than 40 social and community initiatives centred around Hamina. The €13 billion (£11.1 billion) commitment substantially amplifies this presence as demand accelerates for both existing digital services and emerging artificial intelligence offerings.

Complementing the infrastructure expansion, Google has negotiated a series of energy arrangements designed to sustain its expanding operational footprint. A 22-year agreement has been secured to support the operational lifespan extension of the Loviisa nuclear power station, alongside concurrent plans to deploy additional onshore wind generation.
The company will additionally procure a fresh 94MW battery installation, which Google characterises as instrumental in moderating electricity costs during periods of high demand and reduced wind output. This integrated approach proves consequential for AI infrastructure development, as it aligns new computational resources with dependable electricity supply and grid stability mechanisms rather than treating data centre investment as an isolated undertaking.
Google frames these arrangements as components of a broader strategy to reinforce Finland's electrical grid while maintaining energy affordability for residents and advancing clean energy adoption.
Community and Skills Development Investment
Beyond core infrastructure spending, Google is directing €31 million (£26.6 million) towards Hamina, Kajaani, Muhos, and Vaala communities across a four-year horizon, targeting education and economic development initiatives.
The programme encompasses collaborations with regional educational institutions to deliver artificial intelligence training for more than 4,400 workers, alongside fresh educational pathways for 100 Finnish learners pursuing data centre sector careers. Once fully operational, Google anticipates the new facilities will sustain thousands of permanent positions spanning engineering, security, and food service roles.
This employment strategy therefore transcends construction-phase jobs, extending into capability development for the infrastructure's operational phase.
Environmental Stewardship and Community Benefits
The investment programme incorporates environmental and community-oriented projects surrounding Google's Finnish locations. The company intends to finance restoration efforts for indigenous forest and wetland ecosystems, alongside construction of publicly accessible recreational pathways, sauna facilities, and angling infrastructure.
Google's current Hamina installation already employs seawater-based cooling mechanisms, and the company has engineered a heat-reclamation system distributing recovered thermal energy to neighbouring residential and commercial properties. These components contextualise the latest expansion as more than mere computational capacity addition—rather, as an integrated investment spanning energy systems, local workforce development, and surrounding communities.
