Huawei is set to deploy its DigiTruck mobile classroom initiative across multiple cities in the Île-de-France region beginning this autumn. The scheme targets residents in less-served areas, offering hands-on instruction in digital capabilities applicable to employment, learning and daily activities.
The initiative addresses a persistent challenge facing Europe: many citizens possess access to internet-connected devices and broadband infrastructure yet lack the competence or self-assurance to leverage them effectively. The programme forms part of Huawei's broader Skills on Wheels endeavour, which deploys solar-powered mobile classrooms equipped with hardware, network connectivity and educational support to reach marginalised communities.
Since its inception in 2019, Skills on Wheels has reached over 130,000 participants across 21 nations. The initiative has concentrated on populations vulnerable to digital marginalisation, encompassing inhabitants of isolated and sparsely populated regions, senior citizens, women and girls, and young learners and educators in disadvantaged communities.
Research published by GSMA Intelligence under the heading "Bridging the Divide: Enhancing Digital Literacy in the AI Era" reveals that 38% of individuals lack internet access despite living in areas served by mobile broadband networks. The study cautions that without adequate funding for foundational digital instruction, accelerated artificial intelligence deployment risks widening current disparities, particularly in regions where connectivity infrastructure already exists.
Flavie Deprez, chief executive of Konexio, observed that "Today, the digital divide is no longer simply a question of access to the Internet or to a computer. Above all, it is a question of skills and autonomy." She further noted that digital exclusion extends beyond elderly populations; INSEE data indicates that roughly one in five individuals between 16 and 29 possess insufficient digital competency levels. "Being born into the digital age therefore does not automatically mean knowing how to use digital technology effectively," Deprez remarked.
Deprez emphasised that the mobile delivery model serves those unlikely to participate in conventional educational settings. "If some people don't come to digital, then digital must come to them," she stated.

We will continue working alongside local governments and industry partners to drive digital literacy, ensuring that no one is left behind as we transition into the AI economy."
According to GSMA Intelligence, narrowing the worldwide digital capability deficit could contribute approximately $3.5 trillion to global economic output by 2030, with more than 90% of these gains accruing to developing and emerging economies. The report urges policymakers, telecommunications firms and technology vendors to elevate digital and artificial intelligence competency within formal education and professional development curricula.
Tim Hatt, Head of Research and Consultancy at GSMA Intelligence, stated: "Digital literacy can no longer be defined by static thresholds. Connectivity alone is insufficient – capabilities, system design and trust must evolve together. To capture this multi-trillion-dollar opportunity, stakeholders must integrate layered AI literacy directly into daily livelihoods through trusted community channels."
The French DigiTruck deployment exemplifies how such educational initiatives can connect with populations requiring assistance. Through positioning mobile classrooms within neighbourhoods, the scheme enables residents to acquire applicable digital competencies and build confidence in their technological engagement.
