Global momentum behind age-verification systems has accelerated sharply, prompting the Federal Trade Commission to host a workshop examining both the technical capabilities and regulatory questions surrounding these tools. The online gathering brought together participants from government, business, and advocacy groups to discuss how such technologies are being rolled out and what legal frameworks might govern them.

Jurisdictions worldwide have moved aggressively on age-gating requirements. Australia's "Online Safety Amendment Act" came into force in December 2025, prohibiting anyone under 16 from using social media and mandating age verification across platforms—a directive that led Meta to deactivate more than half a million accounts within a month. The European Union and United Kingdom have similarly pursued comparable approaches. TikTok disclosed in mid-January 2026 that it would introduce fresh age-verification systems across EU territories to meet local rules.

Within the United States, the landscape remains contested. The Supreme Court's ruling in Free Speech Coalition v. Paxton upheld Texas' HB 1118, permitting the state to mandate age verification for websites offering at least one-third "adult content." Multiple states have enacted age-based restrictions on social media use for minors, though outcomes have been inconsistent. By October 2025, eight states had passed some form of age-restricted social media legislation. Several face court challenges on First Amendment grounds—Arkansas's law remains entangled in litigation, while Florida's continues to operate despite ongoing legal disputes. At the federal level, the "Kids Off Social Media Act" (KOSMA), put forward by Senator Brian Schatz (D-HI) and Senator Ted Cruz (R-TX), would prohibit children under 13 from accessing social media platforms.

FTC Sees Path Through COPPA Amendments

FTC leadership used the workshop to propose a potential route for federal-level age-verification implementation: revising the agency's Children's Online Privacy Protection Act (COPPA) regulations. FTC Chairman Andrew Ferguson opened proceedings by identifying what he termed a tension within COPPA enforcement: age-verification systems could bolster protections for young users, yet many demand collection of personal information that may clash with COPPA's data-minimization principles. Ferguson characterized the workshop as a search for "potential pitfalls" and stated the agency should "push COPPA as far as we legally can to protect kids." Christopher Mufarrige, head of the FTC's Bureau of Consumer Protection, reinforced this stance in closing remarks, asserting that COPPA "should not be an impediment to the most child-protective technology to emerge in decades."

Technical Innovation Takes Center Stage

Though COPPA reform dominated the opening discussion, the workshop's panels concentrated primarily on technical implementation rather than overarching legal frameworks. Speakers across multiple sessions stressed privacy-conscious designs for their systems. Panel 2, titled "From Biometrics to Behavioral Signals: Age Verification Tools," showcased developments in decentralized and encryption-based verification methods. "Double blind" age verification emerged as an increasingly standard and favored privacy-preserving approach, employing independent verifiers in a way that purportedly prevents platforms from learning user identity while keeping the verifying third party unaware of which website is requesting the age signal.

Participants also discussed "age estimation" technologies that leverage artificial intelligence and machine learning to infer user age from digital activity patterns, eliminating the need for formal identification submission. During Panel 4, "Deploying Responsible Age Verification at Scale," representatives from Google and Meta described their reliance on these AI-driven inference systems as standard practice, with identity documents typically required only when inferred age is contested or when a minor user seeks to alter their stated age (in Meta's case). Tokenized age-signal interoperability—allowing users to share a cryptographically secured age token rather than re-verifying for each application—was frequently mentioned as a mechanism to balance privacy with practical usability.

Beyond Child Safety: Commercial Applications

Industry representatives underscored additional benefits of age verification beyond youth protection. A SuperAwesome official, representing a youth-focused advertising firm, noted that dependable age assurance could strengthen COPPA compliance while enabling more granular ad targeting. Yoti co-founder Robin Tombs referenced safety improvements following Yoti's deployment on Yubo, a youth-oriented social platform, with 80% of users reporting increased safety due to confirmation they were interacting with authenticated individuals. A Meta panelist discussed advantages—for both users and the company—of delivering age-appropriate online experiences, though some cautioned that regulatory pressure risks discouraging platforms from rolling out such offerings.

Unresolved Questions Remain

The workshop demonstrated both the growing push behind age-verification technologies and persistent uncertainties about their legal and technical dimensions. As regulators and legislators tackle youth online safety, the FTC's demonstrated interest in age verification as a regulatory tool became evident. The agency's decision on whether and how to revise COPPA could establish the trajectory for federal policy and shape platform deployment strategies in coming months.
