Brussels has committed €5 million to a fresh effort aimed at transforming Moldova's public sector, helping the country build stronger institutions and deliver better services to citizens. The initiative, running from 2026 to 2029, draws on expertise from Finland's HAUS Institute of Public Management and Estonia's e-Governance Academy (eGA), working alongside Moldova's State Chancellery to advance the country's path towards EU membership.
The programme targets three core challenges facing Moldova's administration. It seeks to tighten how government coordinates and monitors reform efforts, backing better strategic planning and evidence-driven policymaking. It also aims to overhaul how the public sector recruits, develops and compensates staff, making government careers more attractive and competitive. A third pillar focuses on digital tools and service redesign, modernising how citizens and businesses interact with state institutions.
Estonia's digital playbook comes to Chișinău
The e-Governance Academy will lead work on digital human resource management and public service modernisation, leveraging Estonia's track record in building digital government systems. A central task involves helping Moldova design a modern Human Resource Management Information System (HRMIS) to streamline staffing processes, improve data handling, boost transparency and give public bodies better capacity to plan and develop their workforces.
In parallel, eGA will partner with three executive agencies under the State Chancellery to upgrade their public-facing services. The effort will emphasise digital tools, designing services around user needs and systematically incorporating feedback from citizens and businesses to make government services faster, easier to access and more responsive.
Officials, development partners and civil society groups gathered in Chișinău on 8 October 2026 to mark the project's formal launch. The event brought together the State Chancellery, the EU Delegation, the Finnish and Estonian embassies, and representatives from the development and civil society sectors.
